Section 2: SOLUTION & APPROACH 2.1 Solution Objectives 2.1.1 Business issues In order to meet both competitive pressures and business growth objectives, Hongkong Telecom is addressing four key business issues via the Business Support Systems project: Year2000 Compliance Productivity improvement Strategic analysis and forecasting Future migration in a step wise fashion Given the anticipated extent of change in the marketplace and the business over time, Hongkong Telecom ? Business Support System requires an ability to make incremental steps in achieving the future goal of integrated management and operational information systems. Incremental steps will exist not only in terms of strategic business planning, but also in access to new technologies that either improve business performance or enable the introduction of new products, services or businesses. Section 3 : Option 1 Phase 1 Implementation (Logistics) 3.1 Summary Oracle has recognized the HONGKONG TELECOM requirement to meet Y2000 compliance within its Logistics Information System. Oracle therefore proposes an approach to provide that compliance and minimize operational change for day to day business operations. In Option 1 for implementation of a new Logistics system, legacy satellite systems will remain unchanged and to a minimum extent interfaced to the new Logistics System. This approach builds a foundation for further improvements using Oracle"s products and services and is a relatively safe way to meet short term goals and also satisfy long term strategic objectives with a cost effective program. Oracle also recognizes the complexity in building interfaces with a number of legacy systems, and recommends HONGKONG TELECOM work with Oracle in creating these interfaces in a rapid time frame. Section 4: Option 1 Phase 2 Implementation (Financials) 4.1 Summary This is a proposal for Option 1 Phase 2 implementation. The purpose of this implementation is to replace Hongkong Telecom"s D&B Financials System with Oracle Financials. This document describes the scope of the implementation, Oracle applications modules to be implemented, custom extensions and interfaces identified for this implementation and training requirement. Besides, it also describes the project schedule, project organization and Hongkong Telecom"s participation for the implementation. 4.2 Scope In Option 1 Phase 2 of the project, Oracle will implement the full functionality and power of the Oracle Financials products namely Oracle General Ledger, Oracle Assets and Oracle Project Costing to complement the Phase 1 Logistics modules. During Phase 1, the “shell” Oracle General Ledger will be implemented, and the necessary interface between Oracle General Ledger and D&B General Ledger will be built. Section 5: Option 2 Phase 1 Implementation (Logistics) 5.1 Summary Oracle has recognized that HKT needs to focus on Y2000 compliance for its Logistics Information System and thus stay operational beyond 1999. In addition to Oracle "s proposed Option1 Phase 1 Oracle has evaluated the functionality of HKT"s internal Legacy Satellite Systems and their fit to the Oracle proposed products. Oracle proposes HKT to replace most of the internal Legacy Satellite Systems through use of standard Oracle Applications. This approach not only builds a foundation for further improvements using Oracle"s products and services but also gives a new dimension of flexibility on a short term basis securing meeting the critical Y2000 deadline and at the same time providing the ability to incrementally improve HKT"s business operations. This approach is going to be less complex from both an implementation standpoint as well as from a user acceptance standpoint as in long term there will be less data redundancy and less effort in maintaining the satellite system.
